Ahmedabad/Gandhinagar with its cosmopolitan population can sustain a sports franchise for longer. They can have some home games in other cities of Gujarat, but the team must set up base in Ahmedabad. 2) Kanpur/ Lucknow - As others pointed out most populous state should have some franchise sports team for the entertainment. UP & MP have the largest population in India and not to have a team from either of these two states seems a bit strange.
