Kerala tops,Tamil Nadu second and Bihar last in public affairs index 2017

Two South Indian States - Kerala and Tamil Nadu - secured first and second rankings for the second year in a row while poll-bound Gujarat gained two positions rising from five in 2016 to three in 2017 in public affairs index (PAI) in governance in States.

 

Karnataka slipped from third position in 2016 to fourth in 2017 while Maharashtra stood fifth (4th in 2016) in governance indicators.

 

There was no change in the last four positions among large States. Like in the previous year, Bihar (18th), Jharkhand (17th), Odisha (16th) and Assam (15th) are at the bottom of the table in PAI, a latest survey of think-tank Public Affairs Centre (PAC), Bengaluru, has revealed.

 

10 themes

 

The survey was based on 10 themes, 26 focus subjects and 82 indicators. Among 12 small States (population less than two crore), Himachal has wrested the first rank, followed by Goa and Mizoram. Delhi slipped from third position in 2016 to 9th position in 2017. Meghalaya (12th), Arunachal Pradesh (11th) and Jammu Kashmir (10th) are at the bottom of the table.

 

Punjab is the best performer among all States in the category of essential infrastructure. Tamil Nadu, Andhra Pradesh and Gujarat secured second, third and fourth positions, respectively.

 

In human development, Kerala, Maharshtra, and Punjab are top of the table while Uttar Pradesh, Madhya Pradesh and Assam are the worst performers, the report said.

 

Kerala, Assam and Madhya Pradesh secured top three ranks in implementation of social protection policies, while Telangana, Haryana and Punjab are lagging in execution of various State and Central government schemes.

 

The PAI said that women and children continued to be the most vulnerable section of the society. In the category of women and children, Kerala topped the list followed by Odisha and Karnataka while Jharkhand, Haryana and Maharashtra are poor performers.

 

Tamil Nadu secured first rank in maintaining law and order, delivery of justice and environment categories and secured last rank in transparency and accountability in the administration.

 

Fiscal management

 

Telangana is the best performer in fiscal management while its neighbour Andhra Pradesh is the poor performer and secured last rank.

 

In the category of economic freedom, BJP-ruled Gujarat secured top rank while Nitish Kumar-ruled Bihar secured the last rank.

 

Former Chief Justice of India M.N. Venkatachaliah released the report in the presence of former Karnataka Lokayukta N. Santosh Hegde, PAC Director G. Gurucharan and former Chief Secretary of Rajasthan C.K. Mathew.

 

The report was based on a wide range of themes such as essential infrastructure, support to human development, social protection, women and children, crime, law and order, delivery of justice, environment, transparency and accountability, fiscal management and economic freedom

I have a feeling that UP will be better than South-states if it gives 5-10 years to Yogi ji. Regardless of such rankings, some southern states would do well to take care of the water shortage problem, unclean, undrinkable water with extreme iron content etc. On average, North is slightly more lucky in this respect I believe.

 

And of course, bjp will always be far far better on fiscal prudence than other governments as they are nationalists while other govts. will borrow more in order to spend more when the election nears.

For now southern states are ahead. But if you look closer Kerala has no economy of it's own, no industries, no thriving local manufacturing and even IT is behind B'luru, Hyd, Chennai etc. Totally dependent on Gulf economy wise, sooner or later it is going to go bust. Only difference between today's Kerala and 1980s WB is that WB didn't have an equivalent of Gulf. See Kerala following a similar path, with 200 days hartal every year in a few years time. 

 

TN is another state going down the dumps. The political leadership there is beyond pathetic, corruption humongous, huge reservation quotas and no willingness to improve. TN is going down the drain in a few years, which will be sad because after Bengal this state has given max number of intellectuals to India, may be even number 1 in that aspect. Tamil Brahmans have had a huge role in building modern day India, probably some of the greatest minds the world has seen eg Ramanujam, Anand, Swaminathan, Chandrasekhar, Venkatraman, Srinu Mama :p:

 

So called BIMARU states can't go any lower, they have to improve. Immense potential, hunger to improve, better leadership, demographic dividend.......very soon OP is going to see Northies rise to the top and Kerala, TN in the mid table.

Even Gujarat ruled by 15 years can't fully catch up with South in a lot of metrics , we are talking about UP .

 

If Yogi can ensure 18-20 electricity in his tenure throughout UP , I will consider his achievement credible.

Abundant Clean Water , fertile plains alone is enough to give states like punjab, haryana a better quality of life than almost all south states. But I guess Southie OP is happy with ranking, regardless of the ground situation.

Standard of living in Punjab,  Haryana , Himachal and Jammu Kashmir is better than most Southern States. 

 

The useless  Bhaiyya states bring down the overall standard of North India due to which all Northies have to bear the embarrassment of belonging to the same region.

UP is gonna leap frog I feel. Its got ingredients like proximity to national capital, rivers, fertile plains, young population, Hindi speakers (the connect language of India) etc. and most importantly, the new resolute Govt. 

 

Even MP is no longer 'BIMARU'. One can see in crime data, business data, cleanliness rankings etc.

Punjab's water is most contaminated in India due to Uranium poisoning. It is lethal. Birth abnormalities including physical deformities, hydrocephaly, microcephaly, cerebral palsy, Down's syndrome and other physical and mental abnormalities, cancers in children, neurological and mental disorders are through the roof.

High levels of uranium were found in 88% of the samples in March 2009, when a South African Metal Toxicologist, Carin Smit, visited Faridkot city in Punjab, India. Worst-affected village, Teja Rohela, near Fazilka, has over 100 children which are congenitally mentally and physically challenged.

 

Punjab has extremely high levels of chemical, biological and radioactive toxicity, including uranium contamination. In single Muktsar district between 2001 and 2009, 1,074 people died of cancer. Samples taken in the vicinity of the around the coal-fired power plants, displayed levels of uranium were up to 15 times above the WHO's maximum safe limits.

 

Causes -

Excessive use of chemical fertilizer

Bombing in Iraq and Aghanistan

Fly ash from coal burnt at thermal power plants

Uranium enrichment in the underlying Siwalik sediments

These are materialistic indexes, I don't care how big is states GDP or growth or whatever is.

 

To me, Hygiene > Everything else. So I guess my vote goes to Sikkim in India.

 

One of reasons, I admire Arab world so much. Almost all muslims except Pakistani, Bangla's and other South Asians are most fastidious with respect to personal hygiene. I club Pakistani, Banglas in 'Desi' club, they are no different than Indians.

First reduce fertility rates in BIMARU(North Indian) states. Cant continue to breed like rats. Their fertility rate is still 3.5 and above. They have such poor standard of living and yet people continue to produce more babies. Inexcusable and will put more burden on the country in years to come.

Yes that is the major issue and most important hurdle in development.
