Panth nirpekshta means only that the Indian government won't force anyone to follow a specific panth. It doesn't mean that it is secular. For something to be secular, by definition, it has to be devoid of religion and/or spirituality. https://en.oxforddictionaries.com/definition/secular Quote ADJECTIVE 1Not connected with religious or spiritual matters. ‘secular buildings’ 2) The imagery on which the Indian constitution was originally written is pretty blatant. Seems very secular to me 3) India only became constitutionally "secular" during The Emergency. After suspending democracy, Indira unilaterally imposed the 42nd amendment on India. This changed the constitution from being a Sovereign, Democratic Republic to a Sovereign, Socialist Secular, Democratic Republic. How ironic is that? The PM of India is supposed to defend the constitution, but instead ignored the democracy part of the constituion to insert, illegally, Socialist and Secular.
