CM Adityanath blames BRD Medical College principal for laxity, says suspension justified

 

Lucknow (Uttar Pradesh) [india], August 12 (ANI): Amid the ongoing controversy over the tragic death of more than 60 children in Gorakhpur's Baba Raghav Das Medical College's hospital in a span of six days, Uttar Pradesh Chief Minister Yogi Adityanath on Saturday outrightly blamed the principal, Rajiv Mishra, for laxity in performing his duty.

 

"The supplier wrote a letter to the Principal on August 1 which was sent to the DG Medical Education on August 4 and the money was released on August 5. The money was released on proper time. When the money released by the Medical Education administration has reached there, is it the mistake of the Minister or the Principal? It was the careless behaviour of Principal towards his duty," Chief Minister Adityanath said, while addressing the media.

 

"We have constituted a committee to be led by the Chief Secretary to inquire the role of oxygen supplier in the tragedy," he added.

 

The suspended principal, however, earlier in the day, termed his resignation as pre-decided and clarified that payments were duly done to the oxygen supplying agencies.

 

"I had already written my resignation earlier, owning up to all the deaths that happened at the BRD Hospital," he told ANI.

 

When asked about the allegations put forward by oxygen supply agencies about their due payments, he said, "This is a wrong allegation against me. The amount was released from the administration on August 5. The money released from there comes to directorate first and then to us. So the money came to us on 7th evening. The tokens were made on 8th. We had the Chief Minister's visit on 9th, where he, along with other ministers, had a review meeting on encephalitis. On 10th, we sent the bills to the treasury and on 11th, the money went to the accounts of the gas agencies."

 

"The deaths were due to encephalitis, not due to lack of oxygen," he added.

 

"We are suspending BRD medical college principal with immediate effect for this negligent behaviour," State Minister for Medical Education Ashutosh Tandon had said earlier in the day said, while addressing the media over the tragedy.

 

According to data procurred from the BRD hospital, in five days - from August 7 to August 11, a total of 60 deaths occurred in the hospital.

 

The procurred data also shows the number of oxygen cylinders sent for refilling each day, showing a clear shortage of liquid oxygen in the hospital. ( ANI)

What a tragedy. Heads should roll. Hope Yogi govt learns from this tragedy and makes Primary Health Clinics its priority.

 

Also this Siddharth Nath Singh (Health Ministers) appears to be clueless and incompetent.

First, no amount pf condolence or enquiry is going to be enough. Make or break for UP bjp. Judging by various statements in media including that of Mr Yogi, I am completely suspecting that some very powerfull or close personnel from Yogi circle is to blame.

Why?

Because as soon as the story broke my hunch was someone (senior beureucrat) from ministry hasnt released the funds because he didnt recievd the kickback. 

And today i heard on ABP news claiming that as per supplier Rs 1 lakh was being demanded to release the funds.

 

And yeah, Both Yogi and Modi can kiss goodbye to their seats, Thanks for fooling UP public

Gorakhpur in specific,  and Eastern UP in general, has had trouble with this consistently over the years: Yogi has been raising the healthcare quality issue, especially in regards to Japanese encephalitis, since he got into parliament in 1998. Anyone who paid attention to UP before the recent election's results would've known this. An example is in 2011 itself over 433 people, with around 2,500 cases in that same year. 

 

It's so bad there that one of the first acts that the current government in UP had to do is launch anti-encephalitis campaign to get people vaccinated and raise hygiene awareness. Still there are people who are refusing to take vaccines for religious reasons.  

 

The English language media are just taking notice now: like roaches scavenging on dead carcasses. Well... at least some otherwise uninformed people will now know the issue exists.  

 

We need a real Health Minister at the Center, for the 1st time since independence:  one who has the marbles to privatize healthcare in India ASAP. This government run model where unaccountable bureaucrats are in-charge of maintaining supplies at hospitals in India has claimed enough lives for my taste. Administrators and physicians at hospitals need babu approval before even buying supplies and maintaining stock of hospital essentials: even things are simple as surgical gloves. :facepalm:

Fake news being spread. Deaths were not due to lack of oxygen but because of encephalitis. Every year lots of kids die at this time of the year in that hospital due encephalitis as they are brought at the last stage.

- इन्सेफलाइटिस वार्ड में ऑक्सीजन सप्लाई करने वाले वर्कर्स ने बताया, ''पुष्पा कंपनी पिछले 3 साल से लिक्विड ऑक्सीजन की सप्लाई कर रही थी, लेकिन 20 जनवरी 2017 को कॉलेज के प्रिंसिपल के तौर पर अप्वाइंट हुए राजीव मिश्रा को पुष्पा कंपनी का साथ रास नहीं आया।''
- पुष्पा कंपनी के ओनर मनीष भंडारी के मुताबिक, ''पिछले 6 महीने का पैसा बकाया है, जिस कारण कंपनी ने गैस की सप्लाई रोक दी थी।''
- सूत्रों की मानें तो मेडिकल कॉलेज में कमीशन के चक्कर में दबाव की पॉलिटिक्स चलती है और अफसर यही खेल पुष्पा कंपनी के साथ खेल रहे थे।
 
कॉलेज के चक्कर में प्रिंसिपल रोक लेते थे बकाया
- सूत्रों के मुताबिक, प्रिंसिपल राजीव मिश्रा कमीशन के चक्कर में बकाया पैसा रोक ल‍िया करते थे और जब कमीशन मिलता था तो बकाया पैसा मिल जाया करता था।
- खेल यहीं नहीं रुका, मिश्रा ने पुष्पा कंपनी का टेंडर कैंसिल करने का भी फैसला कर लिया था। इसके लिए गोरखपुर के गीडा स्थ‍ित मोदी फर्म से ट्रायल बेस पर ऑक्सीजन सिलेंडर लिए जाने लगे थे।
- यही नहीं, 300 किमी दूर इम्पेरियल गैसेज लिमिटेड कंपनी से भी ऑक्सीजन सिलेंडर मंगाए जाने लगे। हालांकि, लिक्विड ऑक्सीजन की कमी के बाद मोदी फर्म ने ही सिलेंडर सप्लाई कर हालात को संभाला था।
 
कॉन्ट्रैक्ट करना था तो आईनॉक्स से करते, पुष्पा से क्यों किया...?
- आर्मी से रिटायर वार्ड में तैनात सिक्युरिटी ऑफिस ने अफसरों की मंशा पर सवाल खड़े करते हुए कहा, ''अगर कमीशन का खेल नहीं होता तो पुष्पा कंपनी की जगह आईनॉक्स कंपनी से सीधे कॉन्ट्रैक्ट किया जाता।''
- ''पुष्पा कंपनी तो सिर्फ डीलर का ही काम कर रही है। कमीशन का खेल सिर्फ ठेके-पट्टों में ही नहीं होता, बल्कि कॉन्ट्रैक्ट बेस्ड वर्कर्स की सैलरी में भी होता है। गोरखपुर मेडिकल कॉलेज में 400 कॉन्ट्रैक्ट बेस्ड वर्कर्स हैं, जिनकी 3 से 4 महीने की सैलरी लटका दी जाती है।''
 
पहले भी रोकी जा चुकी है सप्लाई
- बता दें, पुष्पा कंपनी ने मेडिकल कॉलेज में पहली बार ऑक्सीजन की सप्लाई नहीं रोकी है, बल्कि 2016 में भी सप्लाई रोकी जा चुकी है।
- सिलेंडर सप्लाई करने वाले वर्कर्स ने बताया, ''मेडिकल कॉलेज के अलग-अलग वार्ड में ऑक्सीजन सप्लाई करने के लिए अलग-अलग जगहों पर 5 रूम बने हैं। इनमें से लिक्विड ऑक्सीजन सप्लाई की एक दूसरे रूम में व्यवस्था है।''
- वर्कर्स ने बताया कि पिछली बार भी 45 से 50 लाख बकाया था, तब पुष्पा कंपनी का ही व्यक्ति वार्ड में भी ऑक्सीजन की सप्लाई करता था और उसने सप्लाई बंद करवा दी थी। जबकि स्टॉक में ऑक्सीजन थी, हंगामा हुआ तो सप्लाई शुरू हुई थी। अब हम लोग मेड‍िकल कॉलेज की तरफ से रखे गए हैं।
- हालांकि, कुछ वर्कर्स का कहना है कि भले ही पेमेंट कुछ दिन और रुक जाता, लेकिन सप्लाई नहीं रोकनी चाहिए थी।
 
प्रिंसिपल को सभी ने बताया असली विलेन
- मेडिकल कॉलेज के एक स्वीपर से बात हुई तो उसने 64 मौतों का ठीकरा प्रिंसिपल राजीव मिश्रा पर फोड़ते हुए कहा, ''साहब, कुछ नहीं होगा। उन जूनियर डॉक्टर्स को फंसा दिया जाएगा, जिनकी राजीव मिश्रा से नहीं पटती है।'' वहीं, काम करने वाली एक दाई ने कहा, ''इतने बच्चों की मौत का पाप लेकर कोई कैसे जिंदा रहेगा।''
- कल तक अस्पताल से लेकर योगी सरकार तक ऑक्सीजन की कमी को नकार रही थी, लेकिन अब वार्ड के डॉक्टर ही दबी जुबान में ऑक्सीजन की कमी को ही सबसे बड़ा कारण मानकर चल रहे हैं। उनका कहना है कि अगर सप्लाई में देर न होती तो मौत क्यों होती।
- एक कैंटीन वाले से जब कहा गया कि क्या यहां से एडमिट बच्चे अब हटा लेने चाहिए तो उसने कहा, ''नहीं। जो खेल कर रहा था, उसका फंसना तय है। अब यहां अच्छे से इलाज होगा।''

Good that now Yogi is saying that he will not spare the culprit. He is also claiming that no one mentioned oxygen issue when he first visited the hospital. Still not sure why Principal was suspended. Was it just on grounds of so many deaths?

I dont understand one thing. It is still not clear. Why kids died? did they die because of lack of oxygen or encephalitis and if they died because of lack of oxygen then why only kids died. Wasn't there any adult patient on oxygen? It is a big medical college so, possibly there would have been other patients too on oxygen and not just kids.

 

Media just needs TRP and a hit job against a right wing govt is the biggest thing they latch on to without realizing the real cause. People just want to cut doctor or hospital's throat and not would really like to know the why so many kids suffering encephalitis.

Principal wasnt lieing when he said kids died due to encephilitis, He was withholding the info that lack of oxygen was root cause as every ward is filled with Encephelitis patient every day.

 

For second part, simple explanation will be organs of new born or toddler is more prone to failure then a adult.

11 अगस्त की शाम तक नर्सिंग होम को क्यों कर दिया गया खाली?
- तीमारदारों और दस्तावेजी सबूतों के मुताबिक, 10 और 11 अगस्त की रात लिक्विड आॅक्सीजन खत्म हो जाएगी, इसकी सूचना ऑपरेटर्स ने दी थी। पीडियाट्रिक्स ड‍िपार्टमेंट का हेड होने के नाते डॉ. कफील खान की जिम्मेदारी थी कि वह आॅक्सीजन गैस की व्यवस्था करते, लेकिन उन्होंने ऐसा नहीं क‍िया।
- आॅक्सीजन की कमी से मौतों का सिलसिला भी इसी रात से शुरू हो गया। शाम तक डॉ. कफील की पत्नी के नाम से चलने वाले गोरखपुर के नर्सिंग होम से सारे मरीजों को या तो डिस्चार्ज कर दिया गया या फिर किसी अपने खास के नर्सिंग होम भेज दिया गया। 12 अगस्त की सुबह होते-होते क्लीनिक, पार्किंग और नर्सिंग होम सभी में ताला लग गया।

^ Hmm. There is one unanswered question. why since BJP came to power, the payments were pending.  tweet says its because the supplier stopped paying kickback since Yogi came to power and he expected a honest administration.

 

Knowing Yogi, I believe that theory may be correct. Knowing rest of BJP, I find it hard to believe. However what Yogi should do is ask Supplier/dealer to cut the prices by 10% which is Rs 25 Crore ( which is assumed as the cut given in terms of kickback) across board off his 250 crore turnover and deposit it for welfare of victims for this financial year.

Weren't there adult people on ventilator? How many of them died?
