He attended the ceremony organized at the Rashtrapati Bhavan in his Army uniform. MS Dhoni an honorary lieutenant colonel in the territorial army wears this uniform with a lot of pride. To be honest, it was an insult to army men. Dhoni got his award for being a cricketer and not being an army man. He does take part in the practice.. .how much can be debated . His rank may be honorary but not enrollment. If he has in someway earned the uniform, he can wear it for ceremonial purposes. Pretty sure he must have checked the rules before wearing it to the ceremony. Even retired people are allowed to wear uniform for ceremonial events. Of course one can debate the purpose behind wearing it. His PR team is very strong and if they are using it to increase his rating ( which might as well be true considering how even the smallest thing is blown in a publicity stunt.) Then it is pretty bad. If it is his own idea supported by rules, then no issues..
