Decision was done after Doval-Shah meeting, where they also discussed Amarnath Yatra security.

actually you can say bjp swallowed the bitter pill and went into alliance with PDP. imagine what would happen if there was a Cong-PDP alliance? Rawalpindi would indirectly control Srinagar.
