Is Pak a minnow in longer formats?

I do not follow Pak team much, therefore the question. In ICC rankings, Pak is not in the Top 4 either in tests or ODIs. When I watch them play, I see a bunch of talented players who are good enough to a) bowl good to great 4-5 over spells, and b) hit those brilliant 30s-40s, which makes them dangerous in the shorter T20 format, but relatively speaking a minnow in longer formats 

 

Against AFG, we saw the batsmen labor through to their 70s-80s, hardly looking to take charge. Vs Ind, we saw them mess up the batting in the middle overs. In bowling, they bowl a few good overs and then lose steam. Fielding is hot or cold  

 

Not saying that they cannot win on their day in the longer formats, but to do that they would more or less need a perfect game against stronger sides, which can bounce back despite making mistakes. Pak cannot afford to make mistakes if it has to win against stronger teams
