Specialist fielders in the squad

Is there restriction how many people can be in the squad?  In almost all the tournaments we have won fielding played a crucial role. Although i don't fancy  Jaddu as third spinner in England, i still wish him to be part of the squad. Any substitution means he can come in. So is Manish Pandey. These two can turn the game on its head with their fielding especially Jaddu. Given that dud fielding ability of Chahal, Jadhav, Bumrah we need atleast one or two that can change the game even as a substitute fielder.

Dhoni, Jadeja, Manish Pandey are only good for fielding skills apart from the rare match in which they score good number of runs in innings at acceptable SR.
