Post Kargill Indian army needed LCA government accepted the need and Atalji era and started looking into it. 2. Rafale was finalised in MMS era however during the 10 year period despite everything on paper was cleared with all formalities, MMS government stopped the order pending a review of process. ( This DM Nirmala called as congress wanted kickback on floor of parliament) 3. BJP government ran through the process again and ordered 36 intead of 18. 4.BJP government acquired 9% cheaper on aircraft price and 20% cheaper on armed aircraft price. ____ HAL —— 1. HAL has recieved 1.2 lakh crore worth order under NDA which includes Tejas and various other stuff. Nirmala asked why not give orders for choppers to Tejas instead of giving it to Augusta. Because no kickbacks will be available from HAL. 2. When NDA came to power, HA could only potentially produce at max 8 Tejas per year. Even that wasn’t met. In fact HAL had only produced only 8 Tejas till date. Under NDA productivity has doubled and it is producing 16 Tejas aircraft a year. 3. Rafale produced by HAL will not have manufacturers warranty. My take: 1. HAL failed to deliver just 41 orders of Tejas throughout UPA regime, assuming that they would produce 100+ Rafale is pipe dream. 2. Rafale itself seems reluctant to do business with HAL. Sarakari baboos. Infact if India bought aircraft on emergency basis, it would have to pay more price. 3. And investigation should be on why previous Defence Minister wasnt allowed to buy Rafale. Who was stopping him. Why did he asked to redo whole procurement assesment process despite Rafale passing all requirement and Standards of assessment process. What exactly he meant by "Where is the money?" No, they werent. Thats biggest lie. They were getting 18 Rafale only, the orice was 6% higher on basic aircraft. And 20% higher on armed one. The price was supposed to increase further YoY. Supreme Court justice himself verified that Rafale under congress was pricier.
