Clear that other than Pandya and Shankar, there is no other seam bowling all rounder on selector's radar.

we now only have 3 seamers in the squad.

Neither can be considered all rounder I would say. Totally agree about Pandya not being good enough 5th bowler. Atleast one thing going for Shankar is, he seems like a genuine batsman. If he can establish himself as a dependable batsman at 4th or 5th spot, it will do him a lot of good. I personally think the lad lacks confidence. Other than that, he does have some talent.

That man gets a boner for all rounder and Shankar has not been asked to bowl a bit. The spot should go to a third opener like Agarwal.
