If waging an "internal" war was an option then Kashmir would also have been resolved decades back, tbh I'm for a heavy handed approach against people who always use violence - however this cannot be achieved without huge losses of human lives on both sides - which I'm totally against! What we can do is choke their terror funding, in Kashmir for instance change the demographics - that seems worth a try.
