Because Indian babus are corrupt and ****ing douchenuggets ? Any one who has had considerable experience dealing with public officials will tell you that. Dunno what the **** you babbling about. I have never had to give or offer a bribe in US to get anything done, while it is almost mandatory in India. How the **** are you supposed to 'behave' when you see the next guy giving a 1000 rupee note to 'expedite' his case ?
So you are only enabling the sickness. But as a NRI you've obviously extricated yourself from the problem and a bribe seems the easy/obvious way out. I meant my question in comparison to the MNS idiots/Bihari problem. Some mumbaikers obviously feel that Law isn't doing its duty in dealing with the crime problem. Obviously, not all criminals are of UP/Bihari origin (rather it would be the "locals" that form the majority of criminals). But since UP/Bihari migrants are the outsiders, they become an easy target (also a becomes a political issue). Problem here isn't MNS targeting biharis - that is a sympton. Problem/Sickness is the institution of Law - rather its weakened structure. (Otherwise, MNS & SS wouldn't have got the platform to play their sick games) And this sickness is enabled by morally inconsistent/compromising citizens. Who would rather let the sickness fester than face it head on (legacy of Gandhian philosophy). Similarily, the demon of corruption didn't sprout yesterday rather it was enabled to grow slowly by a compromising populace who didn't have the gumption to hold their institutions accountable each step of the way. Government (and its institutions) and Citizens are supposed to work in tandem. It is not supposed to be like it is now - elect once every 5 years (or earlier if the politicans feel like fvcking around with the public) and chutti. Then "naive" citizens abuse their government in private parties and tv shows (or internet message board like this) like headless chickens. Ofcourse, in a developing country their will be a plenty of problems due to an ignorant population not knowing extent of their rights/freedoms/responsibilities. Unfortunately, in this country corruption problem is getting only worse even with increase in educated numbers. Hence the cognitive dissonance/moral inconsistency and comprising nature of Indian People.
Both of you are right and both of you are wrong. The question lies on - Who has the onus to correct the wrong? The government or the people. I will side with PK on this one.

For a few votes more The official website of the Maharashtra Navnirman Sena (www.manase.com) says Raj ThackerayÃÔ grandfather, Prabodhankar, was born at Panvel in Raigad district. ThatÃÔ as close to Bombay as it gets. But that is also as close to a lie as can be told. Bal ThackerayÃÔ father travelled from Madhya Pradesh to Maharashtra in search of work and at least the Thackeray patriarch made no bones about his origins in his autobiography --- Mazhi Jeevangatha (My Autobiography). The MNS, to suit its own anti-north Indian agenda, would have us believe that the `Thackeray family name was actually `Panvelkar? But PrabodhankarÃÔ father wanted his son to call himself `Thakre because they were originally `jagirdars (rich landowners) from Dhodap, near Nashik and so were really `Dhodapkars before they became `Panvelkars and then `Thakres? The last, of course, as everyone knows, was modified to `Thackeray by Prabodhankar who was a great admirer of the India-born British writer, William Makepeace Thackeray. All of this beggars belief in the absence of historical records to prove the same. Clearly, there is a lot of Bollywood inspiration in this story spun around Prabodhankar, who himself never gave, well, himself any airs. The attempt to convince us that PrabodhankarÃÔ father named his son `Thakre after the `jagir in Nashik sounds very unoriginal, smacking suspiciously of screen depictions of zamindars with `jagirs? and all named `Thakurs? As romantic and fanciful as it gets, this seems an attempt, quite lacking in subtlety, to rewrite family history. Even Balasaheb never tried to give himself a background he never had: perhaps, because he knew well enough that even he is not an original `Mumbaikar (original residents were Koli fishermen). The familyÃÔ background is that of Chandraseniya Kayastha Prabhus (CKP), traditionally a community of scribes (or Kayasthas) whose origin, as is well known, is in Uttar Pradesh from where they travelled all over the country to act as scribes to various kings and rulers (maybe thatÃÔ why the Thackerays are all writers and cartoonists to this day). In fact, I am told, when the prominent Marathi historian of those times, VK Rajwade, challenged the upper-caste Kshatriya status claimed by the CKPs, Prabodhankar wrote a fierce critique denouncing that theory as casteist. His essay outlined the identity of the CKPs in Maharashtra and their contribution to Chhatrapati ShivajiÃÔ empire even before the Kshatriyas of Rajput origin had joined him and Brahmins/Peshwas continued to revile the Maratha warrior king. In his autobiography, Prabodhnakar was honest enough to admit that he was lower-middle-class (not `landed? and migrated to other cities from Madhya Pradesh, finally settling in Bombay, in search of livelihood just as hundreds of Biharis and Uttar Pradeshis are doing today. However, it might not suit Raj to acknowledge his `uttar bharatiya background as he searches for a new identity towards political gains. But when he first started his anti-north Indian agitation in 2008, Professor Hari Narke, head of the Mahatma Phule Chair at the Pune University, had written in `Rashtrawadi? the Nationalist Congress PartyÃÔ magazine: ųaj should read the autobiography of his grandfather... Prabodhankar studied in Madhya Pradesh. He has written about how he travelled to other states for livelihood. This proves that the Thackerays, who are not original inhabitants of Mumbai, came to this city in search of a livelihood. Narke ought to know. After all, he was instrumental in getting Prabodhankar's writings published by the Maharashtra government in 1995, when the Shiv Sena-BJP alliance was in power. Ÿho gave those who came to Mumbai two generations ago to earn their livelihood, the right to beat up others who also come here in search of jobs? the professor questioned. Ūt does not behove people who live 24 hours a day seeped in history to forget the history of just over two generations. Not surprisingly, there was not a peep out of Raj or any of the other Thackerays against Narke who, obviously, knows his onions. Now, of course, Uddhav Thackeray has also raged against Biharis after Congress general secretary Digvijay SinghÃÔ comment that the Thackerays are originally Biharis but that is just Singh confusing the issue by overstating the fact of the Thackerays north Indian origins. So, I believe, Raj Thackeray is doing a great disservice to his own forefathers by his anti-north Indian agitation: clearly there could be a lot of country cousins among his victims. Don't want to sterotype but a general obsrvation-For some reason working-class Bhayyas are the most hardworking people as long as they are not living in their own states....they behave like lazy **** in their own home but work extra-hard elsewhere. It is like fixing your house due to a rodent problem...Hopefully Rodents like MNS will help these Bhayya's move back and work this hard in their own states.

Apna state to gutter bana diya hai aur ab baaki states ki wahi halat karne chale hai .[/quote'] Add Illegal Bangladeshis and Nepalis to this list too....I am not hating on them but these groups are contributing a lot to crime-rates in most states too...Hence the hate...otherwise as long as you are doing your work or business most people don't care...It's a fact....while Bihari's leaving their states for elsewhere is fault of their State Govts....Regulating Bangladeshis and Nepalis is a problem at the center.

the biggest issue in all of this is how did large chunks of the country remain so backward compared to others? States like Maharashtra Gujarat Haryana Punjab TN have nearly 3-4 times the per capita income as Bihar and Uttar Pradesh. That is a huge difference. People say the difference between rich and poor is increasing in India. Its more of a case of disparity between states in increasing based on governance. The bottomline is you vote for people based on caste a bit too much in your state regardless of their aptitude, you pay the consequences..... Biharis have only themselves to blame for their plight. You keeping voting in laloo prasad yadav and his clan for nearly 15 years. When other states powered ahead you have only yourself to blame. Bihari workers will continue to generate issue across many states. If Nitish would have been in charge of Bihar for say those 15 years. Who knows Bihar would have been a middle ranking state. Maybe Biharis would not need to migrate in numbers? Maybe they would be attracting migrants themselves? GOI too maybe should have realised the situation and called a presidents rules and economically uplifted these states. Issues will continue to rise between states when there is such difference in income levels. Its similar in china as well. Only thing they control access to beijing and shanghai via work permits for the labourers.

they have not. they are playing politics. Would be naive to think they are not doing anything. The NCP who was directly responsible (riots) is playing politics with the congress and especially Prithviraj Chavan who is investigating their irrigation scams. However one thing i will say is the dynamics of maharashtra politics have changed with the death of Deshmukh. Its not about Mumbai mmr and the small margins anymore. Its about how many seats Gopinath Munde can deliver for the sena-bjp combine in marathwada. So the real battle rather than the soundbites is being fought in Marathwada. Added to this toxic mixture is that free radical narayan rane and his move. In Konkan. whats happened in Maharashtra politics is that the NCP and Congress are starting to hate each other. You have a rubber stamp Congress CM though one who is relatively clean clamping down on the NCP. Within the BJP you have Gadkari migrating to national politics leaving his rival Munde as being the undisputed BJP king pin in Maharashtra. The sena themselves have buffered themselves in MMR by alligning with the RPI. Raj T has began to eat into the NCP and Congress in their strongholds in pimpri chinchwad. The samajwadi is eating into NCP-Congress in mumbai mmr. The fact of the matter is the MNS did not even know this rally was going to take place. Had they known you would have seen a response. I dont need to remind people just how deadly the sena cadres under Raj T were in their sacking of Dogri in the 1992 riots.
