Investment and most politicians don't plan for anything other than how to get the kursi and once there, how to stay there for as long as possible. It is sad and funny that it was IVC that first developed sewage (and even they managed it underground) system and here we are 5000 yrs later stuck in a time capsule (that may be an overstatement since majority of the sewage is still carried in open nalis/nalas). Indus Valley Civilization was the first to not only have planned city architecture, they were also the first to have underground sewage disposal and *every* house had a toilet and was connected to the sewage network. 5000 years later, we can't even do that.
