LUCKNOW: After being caught on camera openly encouraging corruption, Uttar Pradesh (UP) Public works department (PWD) Minister Shivpal Yadav took a U-turn and denied that he had asked his officials to steal a little. Yadav, who is the brother of the ruling Samajwadi Party's (SP) president Mulayam Singh Yadav, also gave a veiled threat to media that his statement was distorted and quoted out of context. He said the media had violated the guidelines of the Press Council of India (PCI). A local news channel broadcast the footage showing the minister addressing officials at a meeting of the development council of Etah district on Thursday. In the video, the minister is seen telling the officials: "If you work hard, you can steal a little." It appeared from the video footage that he was suggesting PWD officials that it was fine if they swindled a little money, instead of looting all the funds sanctioned for development projects. The statement created a political storm; the opposition parties expressed shock and accused the SP government of being neck deep in corruption. Reacting to the opposition's offensive, Yadav, who is also the uncle of chief minister Akhilesh Yadav and has over half a dozen 'lucrative' departments such as PWD and irrigation under him, switched to the damage control mode. In a hurriedly called press conference, on Friday, Shivpal claimed that he was talking to the officials very candidly in a closed door meeting. "I was telling them about the corruption in the previous regime and in a lighter vein asked them to stay away from any kind of corruption under the SP rule now," he claimed. Yadav also said that media was not invited in the meeting but perhaps someone sneaked inside, shot the footage and edited it in a way which showed him in a poor light."Even if they (media) got in, they should have shown the whole story," he said. This is against the PCI guidelines and he can also consider to lodge a complaint in this regard, he said. The minister said that he had taken strict action against more than 100 officials on the charges of corruption in five months of the SP rule so far. However, the media report did not mention anything about that. Despite his clarification, the opposition found an opportunity to censure the five-months-old Akhilesh Yadav government. Bahujan Samaj Party (BSP) general secretary and leader of opposition in the state assembly, Swami Prasad Maurya, said that the real motive of the SP government has been exposed. He said that the BSP's charge that UP is being looted by the new government has been proved to be true. Two days ago, Shivpal Yadav had released some documents before media claiming that they showed how Maurya swindled Rs. one crore from the government treasury to fund his election campaign. But on Friday, it was Maurya's turn to hit back. "People can now see clearly who is corrupt," Maurya said while referring to the video footage. UP Congress chief Rita Bahuguna Joshi told media persons, "If the minister himself says so, then there will be no end to corruption." BJP leaders said Shivpal's remark was outrageous. "This will lead to anarchy in the state and corrupt officials will get license to loot the people," they said demanding chief minister to sack the minister. Former SP leader Shahid Siddiqui, who was sacked by the party for interviewing Gujarat chief minister Narendra Modi, told reporters in Delhi that Shivpal Yadav, it seems, wants to be chief minister and is trying to bring down his nephew's government. "And, I am sorry to say that a young man, an honest man, like Akhilesh will have to pay the price for the faults of his uncle," he added. It is not the first time that Shivpal's remark have caused embarrassment for the SP. In 2006, when the SP was in power and Mulayam Singh Yadav was chief minister, Shivpal's statement describing Nithari killings as a routine law and order problem had become a major issue in the 2007 assembly elections, which the SP lost to the BSP. This time, after winning the elections, SP chief Mulayam Singh Yadav made his son Akhilesh chief minister and chose to be active in national politics. SP sources say that Shivpal was not happy with the coronation of Akhilesh who was much junior in relation, experience and age. In fact, in a recent interview to a weekly, Shivpal said that Mulayam should have been the chief minister. These statements of Shivpal have come after Mulayam Singh Yadav, in the state executive meet held last week, warned ministers of some harsh action if they failed to meet people's expectations in UP and continued with their corrupt practices. http://timesofindia.indiatimes.com/india/UP-minister-Shivpal-Yadav-tells-bureaucrats-Work-hard-steal-a-little/articleshow/15434237.cms
