Why 'wide rules' are so ridiculously lax in Test cricket?

a loophole teams openly exploit as/when necessary.If ODIs are too tight its the other extreme in tests.why??

That is because there is so much time and bowlers will mostly (90% of the times) will not try to bowl down the leg or wide outside the off stump. I haven't seen fast bowlers bowl too many down the leg consistently. If they start doing more often they will change the rules surely.
