Oil companies have to pay their staff etc. Inflation means wage increases. Then there is also an issue of currency exchange rate which is impacted amongst other things by inflation. The primary source of inflation in India is food grain prices. I.e our inflation basket is dominated first and foremost by food items. Secondly, those blaming Modi government for raising taxes. If not CG, SGs would have raised taxes anyways. Modi gov just acted first, else many non BJP state governments would have raised taxes on fuel and blamed the CG for the outcome. This is just a central scheme. States are free to supplement it. Many have. Just as petrol price is not only CG tax. Cg also directs funds to states to run their programs. Each state for example will have different pulses they can procure. Chana dal was least problematic for Cg. In addition, I assume that even the poorest will have some money saved to pay for something extra such as another 1 kg of dal. The vast majority of indian live in rural areas near farms. Those farms must also be producing something. If i go into further details, of family of 4, 2 are likely to be children. So the uniform distrobution does not make sense. Children have lower calorific needs. Lastly this is a stop gap till November. With India opening up this does not mean all people will remain unemployed till November.
