If it's given that he took n wickets, it will be n/22. But this is not a direct answer to your question either. Vice-Versa does not give accurate results even if it was the real question. In practice, you almost never see the single fastest delivery being the fastest. By the way, Nortje took Buttler with second fastest delivery in all IPLs, it was neither too full no too short.
