He did not like Twitter because it censored what he liked.  Now, he can censor it to fit his liking.  What else can he mean by "not letting it become ... where anything can be said"?  I thought the whole point of taking it over was to let it become a place where anything can be said.

He never said anything can be said. He said anything that is in line with regulations / constitution should be allowed to be said. He says he can reduce the arbitrary discretionary powers of those at the helm. We shall see.
