Punjab didn't need Rishi Dhawan. They had enough bowlers. Brar and Chahar were yet to bowl. Chahar has troubled Rana in past. Waste of a substitute.

they should have balanced list. Kaverappa and Baltej could be there.

Having OS players in list is quite useless as they can only field.

Baltej is another Rishi Dhawan with the ball, Kaverappa would have been a right choice as he is naturally a bounce bowler.

We are seeing impact player used in a situation dependent way (I.e. not in a pre-determined way) by teams such as GT (which has a bunch of ARs already).

It appears as if GT wants to use the impact player sub like a tool in a Swiss Army Knife. It keeps a variety in its impact player group and depending on situation it makes a change. Therefore, if a partnership is required someone like a Shankar comes in; if quick runs are required, a Abhinav Manohar could get the nod; if an extra spinner is needed, a Sai Kishore gets the nod; and so on.

Venkatesh Iyer scored 83. But no idea why he was a substitute. He can actually bowl a few overs, so should be in first XI. A specialist batsman can be substituted.

probably coz he's a bad fielder

Its basically 12 v 12 now.

Team batting first will load 7 batsman and substitute one with a bowler in second inning.
Team bowling first will load 5 genuine bowlers and and substitute one with a batsman in second inning.

Almost all teams has followed this template.

If a team has allrounders like Pandya, Moeen or Curran then its massive advantage though.
