If you look at the destinations, and UP and TN bein top2, the definition of domestic tourists is certainly not the yuppy desitnation vacation crowd. Who will visit UP/TN to have fun like in Goa? It is mostly pilgrimages that average Indians take every year, these are mostly religious travel. Crores of people go to Char-dham/Rameshwaram/Madurai/Kashi etc. The criteria could be train/bus ticket purchases, hotel reservations etc.

Also Goa has a fair bit of temple/ church related tourism. Swargwasi Lata Mangeshkar's village in Goa houses the most famous temple of the State. What is there in Chhattisgarh again?

Hills and valleys?? Every state has hills and valleys and such like. You aren’t even able to or willing to name these famous touristy places in Chattisgarh. Not for a second can I believe that Chattisgarh attracts more domestic ( or international) tourists than Goa. Neither is that well connected by air. The infographic seems faulty.
