It has to be inculcalted right from primary education and heavy fines should also be there.

Sure, Bihar has it's problems, and it needs help. But these problems are in every state. First Bihar lost it's industries due to Samaajvaad, then to Lalu Raj and then it's mineral rich brother JH and it's struggling since then. But Bihari's are a key driver in the infra dev of multiple states in India. Go to any construction site in Delhi, Kolkata, Mumbai, Pune, Hyd, Chennai, Bengaluru, Ahmedabad etc and you'll find majority of workers from Bihar. They're the silent backbone in the country's economy. Not sure why JH was added, maybe a stereotype. JH is pretty much ahead of many states in multiple parameters. If you're talking about tribals, then they wants to be left along like the tribals in CG, Odisha and Telangana/Andhra.
