I believe soviet style development, where state spends large amounts of money on public goods and citizens get the standard TVS XL for commuting. High workforce is only useful, when they have something to keep themselves engaged. Else, they'll be prone to protests and unruly civil behavior. Most of them resorted to "bhaigiri" and extortion to feed off their families. Best solution, is to send some of workforce elsewhere, not the high skilled ones but rather the semi skilled ones. Maybe to work in Construction industry of West Asia, or to oil wells in Russia or Australia, while they continue to send remittances to their families. The population need to gradually decline, keeping number around 90-110 Crore is the optimum solution. Anything below or above that will be a problem. They were at par with US in 1950s..but by 1980s the gulf between them became too wide (despite of the fact that both USSR & US lost in Afg & vietnam respectively). Else, the people will ditch them for the imported items. Consumerism or Capitalism, its a necessary evil for an open society. We aren't a tech giant yet, we are a human capital dominated society and thats where we need to stay. Any decline under 80 Crore and we will become another Japan or South Korea which is struggling with old people.
