Nothing is neutral in the world.

Anyway, we also get flood every year in North Bihar due to rivers from Nepal. It's a normal natural thing which can't be avoided entirely.

 

Few years back even Pak was blaming us for the floods, no surprise why Bangladesh won't follow the steps.

I don't live in USA (or India) so I never made much of an effort to learn about her background - weird question. And unsure what someone's religion has to do with supporting them?

I was curious and looked into it, there isn't much proper 'proof' about it from a global perspective - post are mostly from bd. However, logically speaking, when you open a dam and release a huge amount of water, other side will see some negative effect ( positive if in need of water). However if this is the cause of the actual flooding which almost 1/3 of the country is seeing or coincidentally it's also the rain season that also caused it, who knows. Maybe both played a roll.
