The World Cup final was a decade ago? India doctoring pitches is very much an ongoing problem.

Indian med students who go to Georgia and other former USSR states are the discards who either can't get into medical colleges here or can't afford the fees and make do with going to these nations whose economy depends on it. lol If that's supposed to be a burn.

Reverse swing is a simple science. Allow one side of the ball to become relatively lighter (by making it rougher) so the heavier part dips. 
 

I think that “tempering” (as the word is now commonly used) the ball with finger nails should be allowed. Not only finger nails but use any part of the human body. If you have a spiky bum, go use it to rough up a side.
 

What should not be allowed is the use of tools such as bottle caps, spikes, sandpaper, etc.

That will raise a lot of questions. That's unfair advantage to the bowler. Suppose if the batsman starts using a steel bat or the likes, like Lillee did once. You will need to balance out the equation, and that would be stretching the line too far.

Bat technology is constantly advancing. Batsmen have the option to use various types of bats as well. 

The ball remains more or less the same, apart from colors - red, white, pink, etc., which may give them respective properties. 
 

As long as a bowler uses his natural tools such as nails (some may even advocate the use of teeth), it should be ok. 
 

And reverse swing is no longer a mystery that it used to be.
