That Johnny Lever character was a caricature. Average Punjabi in Hindi movies is either like this, doing Bhangra and laughing endlessly in every scene or a drunkard. 

 

Tamils are shown worse. That popular song Hum kaale hain to kya hua dilwale hain, that guy from Padosan, so many offensive characters have been given a pass. 

 

It is same for each. Bollywood doesn't know how to represent any communities apart from Maharastrans.
