Gharwapsi won't be conducted by the Indian govt but by Hindu society organisations. It already happens on a low scale. There's no external problem in that. Christians, Muslims organisations do that all time. They can't oppose it directly. 

 

Biggest problem is that of security. Ex-muslims are ruthlessly hunted down. Organizations like the Arya Samaj used to do large scale GW of recent converts in the 20th century. But had to stop as it's workers keep getting killed by the Islamists and it received no favours from the Govt of that time. 

 

But times have changed now. A lot of awareness and mobilization has started coming in the Hindu society which was lacking not there. With more Yogi like leaders in future GW is definitely possible.

 

Just need the political will power, stop the appeasement of Islamists and ensure security.

It's a cycle at the end of the day ..no organization without Government backing can do it on a large scale as you alluded by bringing 20-25% back in to the fold.

This  will obviously threaten the other community and subsequently it will be shut down by powers that are beyond control by whatever means.

 

Small scale GW programs are harmless but noble initiatives.   In the meantime Church induced Missionary practices in North East and in Punjab Haryana TN should be bigger concerns.

It's a long struggle. You have to start somewhere. 

 

Another major problem is that there's no incentive to be a Hindu in India (other than being part of scattered majority). Minorities, especially Muslims recieve plenty of constitutional and political perks n concessions which Hindus don't.

 

WAQF, Halaal board, full control over Mosques/Churches, separate personal laws which heavily favour their men keep women under control, govt salaries for Imams, govt funding for madrasas and whatnot. You have to stop all that.
