A super "not so secret" dock port for hosting our SSBN's. The town was near Gopalpuram if I'm not wrong, around 200kms from Vizag down south coast line.

The key thing is what is the cost behind all of this...isro is a profitable enterprise with funds raised from satellite launches. The isro chairman can and will gladly justify this. The engine is the most technically difficult part of any process. We have always struggled with engines be it arjun tank kaveri. It costs billions. The chinese reportedly have spent 20 billion usd simply to get the c919 commercial single body off the ground. As mention before, the biggest vanity is the size of our armed forces. We end up paying 20 billion usd a year more than needed in salaries and pensions. Ofcourse rage baiting twitter post will never call that out. Most come from "fauji" families..

No wonder ex Chairman has to come openly and say that top talented Kids aren't interested in joining ISRO anymore. All that focus is on that useless Gaganyaan project which is not necessity but a luxury and PR stunt for media and sarkari institutions.

But gayangan has its own budget.
