Bumrah taking a break after just one test is senseless especially when there was more than one week gap between tests. Anyway, his presence or absence didn't make a difference in the end result in the first day. He couldn't do anything to defend 370.

There are lots areas of improvement for Siraj but fitness is not one of them. He is the hardest working of our pacemen

We are short a fast bowler in this series to play a 4-man pace attack. We can do that only if Bumrah plays.

 

It’ll be good to see Bumrah in for Washie next because I’d love to all of them bowl at full speed at express pace.

This will continue to have if we dont get pace bowling allrounders...or atleast the bowlers who can bat.

Siraj, Prasidh are tailenders...no 11.

Bumrah is a no 10...can score 5-10 runs, thats it.

 

We need bowlers at no 8 who can score 25-30 runs with bat, and no 9 who can score 15-20 runs. 

Akashdeep if works a bit on his batting, can become a no 9...so does Harshit. But we dont have bowlers for no 8...someone who can score 25-30 runs with bat and avg under 32-33 with the ball. This will also help including Kuldeep at no 9 on pitches which has help.

 

As we dont have the above luxury, we are switching to nexg available option to get a spinning allrounder at no 8 (like Washington/Sindhu/Kishore/Suthar/Kotian). And get someone like Nitish to bat at 7 (but thats another issue coz Nitish's bowling is very weak).

If we can get someone like Bawa ready for no 7. We will give a proper pace allrounder...even if he avg 35 with ball and bat. It will solve a lot of our problems.

Talking only about an England tour squad (on English pitches, or at least given the current state of our Indian squad), at No. 8:

 

Good fast (express) bowling > (in importance) than batting ability.

 

What Harshit provides with the bat at No. 8, along with express pace, is a bonus.
