You mean work is getting done on time without bribe and people give bribe to make it faster? That's far from truth. People try to get it done normally first then give bribe when its unnecessarily dragged. Still wrong but understandable.

Ever got some sarkari work done? The money one pays to water tanker mafia is also bribe. Pyaase mar jaaoge kya. I know people who are strictly against giving bribes. Those offering a bribe are guilty, but the crime is not as big in magnitude as accepting a bribe/cut back. If there is systemic rot, expecting the common citizen to not pay a bribe and there by risk delay his work is a bit much.
