Look at initiatives which can produce biofuel etc. Or at the very least , burn it to generate electricity at controlled permitted pollution levels. 

I know a farmer who practices this wheat/rice/wheat rotation in Sirsa, and he is able to get rope-manufacturers to come in and clear his land and use it for rope-making.

He explained to me that he is lucky in this regard because the rope-manufacturers are not too far away from his farm and are able to come in quickly within the 2-3 week window and get the job done. Not every farmer has that luxury and their only current choices are (a) Stop growing the rice in the interim (b) Burn the rice stubble.

 

He said that the government has tried to subsidize the use of machines like "Happy Seeder" (no-till seeding machine) but farmers are not well-trained and give up quickly.

Haryana has been much better in assisting farmers with this then Punjab

Overall, there is too much vitriol everywhere. When I bring this up with my friends, they reflexively blame farmers, George Soros etc., with no understanding that - if it was their land - they would also try to maximize their income by growing fast-growing rice and selling it, and not let the land sit fallow for months.

I asked this multiple times. In my place we cut the grass and use it to feed animals or sell the excess. The left over will be tilled in to soil and provides nitrogen to next crop. Is this hard to do in punjab ?

What crop and how much land are we talking about?

 

Regardless, this video below has a good explanation. I have forwarded it to the relevant part that might answer your question.

 

The main issue is time/timing. From the time the rice crop is harvested to planting wheat is only 10-20 days. This does not give enough time for manual labour to come in and cut the stubble and till the rest. As he explains, in the South, due to a rice/rice cycle, they can allow enough time for the residue to integrate back into the soil.

All the better to build an industry. Train someone else to use the happy seeder machines and then let them earn some money on this ancillary industry. 10-15 happy seeders in a locality can not only decrease the load on the farmers but also generate other employment.

The cancer rates r gonna spike up in some years now (if it’s not already). 
People with existing lung disorders, how da f can they even live in Delhi?? Issue needs to be prioritized.

You are right. In air pollution, one should avoid cycling jogging etc.

They cannot talk about it because they support the same causes. The opposition state is where the majority of the parali burning is happening.
