I asked this multiple times. In my place we cut the grass and use it to feed animals or sell the excess. The left over will be tilled in to soil and provides nitrogen to next crop. Regardless, this video below has a good explanation. I have forwarded it to the relevant part that might answer your question. The main issue is time/timing. From the time the rice crop is harvested to planting wheat is only 10-20 days. This does not give enough time for manual labour to come in and cut the stubble and till the rest. As he explains, in the South, due to a rice/rice cycle, they can allow enough time for the residue to integrate back into the soil. Edited October 23 by BacktoCricaddict Lord 1

All the better to build an industry. Train someone else to use the happy seeder machines and then let them earn some money on this ancillary industry. 10-15 happy seeders in a locality can not only decrease the load on the farmers but also generate other employment.
