Because big 3 always play against each other per WTC cycle and England is the weakest of the three (loses away/draws at home) hence they almost always go to the bottom in WTC rankings.

 

Not test rankings because that takes into account opposition strength.

Bd has most and best bowling resources in sc right now, they are at similar pos. as Ind was with Shami+Bhumrah+Umesh+Sharma and Jadeja+Ashwin <-- No team can create a seam freindlt wkt as there are fast bowler and with spin there are 2 good bowlers and miraz can bat not at same level as jadeja+Ashwin.

The challenge is that they don't have the batting which India had and they don't have players remotely at the same level as Bumrah, Shami, Ashwin and Jadeja. These're potential ATGs and when you combine them with Pant and other batters, that's a huge gap to overcome.
