Shaheen is impressive but it is west Indies though.

The bolded part is true.  Apart from Harmison and for a few years Flintoff, England did not have a single quick bowler between 1983 and Wood's emergence.

 

It is also true that Wood is rested a lot. If he had Cummins' or Bumrah's workload, he would be bowling 5 kph slower.

 

But as it stands, Cummins and Rabada don't really crank it up beyond 90 mph on a day to day basis in test matches, probably to increase their longevity. We may see the odd really quick spell on an inspired day.

 

Devon Malcolm who played in early 90s was supposedly really quick..

how was Jayden Seales.. did he bowl in 140s?

But what happened to West Indies fast bowling factory though? 

 

Why none can sustain 140 plus in tests anymore. Is it more due to other teams catching up to them post 90s or them just falling behind in terms of talent production.

People have given up cricket there and moved on to other sports.

 

Plus they did not invest in infrastructure development.

Who were bowling 140+ consistently for them even before? WI didn't have many consistent 140+ bowlers since the speed guns arrived apart from edwards, tino best and Roach in his early years. Gabriel does now.

Mervin Dillon , Cameron Cuffy, Darren Powell, Jermaine Lawson - all were quick, but not as consistent
