Since my college days have bene clamoring about this in every freaking debate . Bihar becomes first state to implement food stamp now the black marketing of foodgrains under PDS system will be checked up to great extent and elminated fully if they could make sure that people don't get themselves enlisted as fake BPL candidates and with multiple fake names. http://bihartimes.com/news07/Jan/2712.htm Patna, Jan29: Bihar became first state in the country to implement food stamps for people living below poverty line (BPL). Chief Minister took a lead by announcing this innovative scheme on the eve of reublic day in Jamalludin Panchayat of Patna district. The rampant corruption and black marketting of food grains and kerosene in open market defeated the basic purpose of this programme. In a World Bank report it was indicated that more than three fourth foodgrain supplied through PDS shops are diverted to open market. In a new scheme every BPL family would be given a bunch of coupans from which they can buy subsidised ration and kerosene from any PDS shop nearby. This is not only a coupan but a symbol of empowerment to poor in Bihar and now they will decide when to purchase ration form a PDS shop" said Nitish Kumar. He further added that this scheme would automatically check a lot of malpractices involved in the scheme. Recently even Planning Commission Member Abhijit Sen apllauded this initiative and told that many other states would follow this new system of PDS. This scheme if properly implemented at least 65 lac familes would get immediate benefit

Of course for criminally inclined there are ways but rest assured it will be difficult because tracing the wrong-doers becomes easier than before. mind you even before people used to try getting red-card meant for BPL. I am ashamed to say one of my uncles tried getting the same even offered hefty bribe but could not get it because once found the person who issues that card migh have landed in jail straight a way , no questions asked. So yes possibility of even this being misused remains there but rest assured it will discourage the misappropriation upto large extent.

"The new call center will be able to review public requests and forward them to the appropriate government departments," Kumar said adding those who try to suppress or hide relevant information from the public would be dealt with sternly. "When making a request for any information, the caller will have to reveal his or her real name, address and the department or office from which he/she is expecting to get the information. The call center will then record the data, read it back to the caller, give a case number to the request and then forward the data to the concerned department," the Chief Minister said. "If the request is not processed within 35 days or the answer is not to the satisfaction of the caller, he or she will have the right to appeal," Kumar said. The Jankari call center is the only such facility in the entire nation, the Chief Minister added.
