Why did we announce the Test squad so early?

I don't understand what was the hurry to announce the Test squad so soon. What sort of message are the selectors sending to the ODI squad - at least for the players not selected in the Test squad? Essentially they have said "we don't care whether you score 100 in every game or take a 5 wkt haul every match". Test team should have been announced after the 3rd or 4th odi which would have given enough time to monitor the odi squad's performance and select the Test squad fairly. I mean how disheartening it is for odi players to know that no matter what they do they don't have any chance to make it to the Test squad.

Takes about two weeks for the papers to be ready as there are multiple countries involved. During the 2010 t20 WC , Umesh Yadav was to travel to WI as PK's replacement, but could not get his visa in time to be there. Guess BCCI is playing it safe. On ODIs performances going unnoticed, well if someone has an outstanding series, then BCCI will definitely ask the player to stay back for tests. Has happened many times in the past.
