Two answers: 1) 11.30 IST is the cut off time because the tourment is scheduled such so that the Indian spectators in India can watch these matches on TV in the prime time. 11 pm SA time would be 2.30 am in Idia and no one will keep awake for so long such to see a overs contest. 2) IPL organisers have already rescheluded 124 times since the original schedule came out. Maybe they think that this is the best schedule, given the circumstances and hastily arranged mega event! They might not want to rechedule again because they might have struck agreements with respective boards of the grounds that are hosting the matches and those agreements can't be broken now.

1) Isnt it better to hold the match rather than abandon it totally? 2) I was talking about the rained out matches. Cant they reschedule them? There are lots of days on which only a single match is being held.

They managed to host the event is a mini miracle. To arrange everything in 4 weeks flat was next to impossible...but they did it. Dont ask them to rearrange things.

1) No. It is better to abandon it if the IPL TV Channel won't regain the revenue since the people won't be watching a 5 over contest at 3 am in the morning. 2) There is a reason why we have single matches on several days. Maybe the grounds are not ready for two matches, or maybe they are not free on those days and some other events are taking place or 4am matches are not watched by many on the working days anyway. Too many of such matches might turn the people off from IPL.
