Because every country does it and it makes sense to check wtf is going/comming across your country's borders ! Obviously this has to be a central policy, not the policy of an indiv. state or district politician. They don't detect inflammable substances or composite material explosives. Trust me- they make a difference...scanners are not just there to detect metallic object...but any suspicious looking object in your luggage, just by shape, gets checked. If you got a big box of wood in your luggge, they'll spot it in the xray and ask you to open up your bag and show them whats inside the wooden box.
