What right does the government have to deny permission for peaceful protest?

Mariyam and other lawyers on ICF, Can you tell if the government has the constitutional right to deny permission to a peaceful protest/fast by an individual? Especially when it is completely peaceful and there are no potential law and order problems arising out of it. This for a movement which has enjoyed considerable public support

I'm not a lawyer either ,but police can say protest can lead to riots or there is threat to Anna or some terrorist group might try to plant bomb etc etc . Whatever ,We just have to agree govt fears people power and now they have started resorting to dictatorship like tactics. +++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ Where was govt ,when Geelani was spewing venom in Delhi or gujjars/farmers came and vandalised jantar manter etc . Its shameful indeed :(
