How are the Quater finals and semi finals decided for the Ranji Trophy

they are four leagues, 2 in elite and 2 in plate league so how are the 1/4 and 1/2 finals decided, who plays who basically

This is a standard question I have on the last day of the Ranji league for the last 4 years. I dont know what in the world the BCCI feckers are doing. I think in 2010 or 2009, they even messed up the schedule such that the qualifier from Plate Group ended up playing a lower ranked team from Elite, while 2 good Elite teams clashed in the Quarters itself! This is the only tournament in any sport in my life that I have no clue about the knock-out round fixtures after watching the league matches end.
