Every Budgetary Estimate (BE) has been compared with the Revised Estimates (RE) of last year to show subtantial difference. BE to BE year on year comparison will give you the true picture. And the spending across spectrum hasn't moved by much. He has saved some money this year to show a control over his expenditure, will spend it next year and let the next govt control the budgetary deficit from thereon. And on cue the data has started to show that the economy is growing only by 4.5% in last quarter, a sign of things to come.

The farm loan waiver was announced with the 2008 budget IIRC which similar to today's budget, was an year before the general elections. This govt will perhaps make some big ticket announcement a few months before it wants to go for the elections without any budgetary support for it. IIRC there's an interim budget before the elections :hmmm: Whatever it may be, one thing is certain - UPA is not looking for early elections because this was not an election budget.

The increase in defense spending in the last budget was 12% while this time its only 5.3% and if you factor in inflation and the fall of the rupee against the dollar, this figure gets even worse.
