It's an overstated point. In the last series yes, but if you pull up the Pak/Eng ODI series held in Eng in 2019, Babar had field days vs Mark Wood.

There are many notable perf vs A attacks all over the world in all formats as well. Obviously, any player would do better vs a B attack than he/she would do vs an A attack. You won't have your day vs top attacks everyday as that play is always going to be more competitive. 

 

Ultimately, at this stage, he has accomplished more in his first 6 years than most cricketers in the world.
