Because Shoaib a) is not a 100 mph bowler, he's only hit that pace on a couple of occasions b) can blow teams away, but rarely does c) is too unreliable. No clue as to which Shoaib will turn up. Once in a while you get the world class quick capable of running through a side, quite often you get an overhyped paceman lacking direction and producing more bluster than unplayable deliveries, and sometimes you get an actor taking it easy while his teammates sweat. Mahmood by all reports was a true team man, one of the most respected players both by his peers and opponents, and a man who was held in very high regard as a role model/senior player in the dressing room. Had a fantastic cricket brain too, and with his batting (particularly in a lineup fielding only 5 specialist bats) would be more valuable.
He besides he can have demoralizing effect in the dressing room. I dont want my 100% dedicated players to share the dressing room with n idiot like Shoaib who gives attitude to the rest, picks up fights and never shows dedication towards the team.

A) Obviously 100 mph was close to his top speed but during his prime he almost always bowled at 95mph+. b) You seem to be talking about him as if he was another Sami who "rarely" bowled great spells. Guy has a bowling SR in the mid 40s. Mahmood was outstanding on uncovered pitches(he was almost unplayable on matted pitches) but i am guessing that he would not be as versatile as Shoaib(who can give you wickets in ALL conditions). Yes Shoaib is an idiot and has ego issues but remember he will be captained by Imran Khan so his "ego" will hardly be a problem. oh and as i type I Bishop just mentioned something along the lines of "bowlers like Shoaib can take the pitch out of the equation"
