Theres an add-on supplied by microsoft called image resizer download it here http://download.microsoft.com/download/whistler/Install/2/WXP/EN-US/ImageResizerPowertoySetup.exe very very easy to use, right click the image, select resize image, it will give you some standard sizes to choose from or you can pick a custom size

For someone who does not want to get into the complexities of Adobe Photoshop, there is nothing better than Picassa. The last time I had to upload a number of images for someone else to see. Each image was above 1.5 MB. I did not have the time to resize and optimize them all. Picasa did it for me by clicking a few buttons. When I clicked on the upload button, Picasa asked if I wanted to resize the images before uploading. Once I gave the particulars for resizing, it did the job on the fly and uploaded them all. 10 minutes and each image was down to a decent size and uploaded. Some real nice features.
