Exactly. We can do damage without going to Pakistan. We can scrap the Indus water treaty, ban any pakistani citizen to enter the Indian territory, Put pressure on them internationally and may be push for sanctions, put pressure on countries that are selling arms to pakistan (Brazil, Germany etc.).
