Should SS substitution penalty be increased to 20 points for the 2nd half?

Its not fair to change the subs rule in the middle of the tournament. I think restarting the SS itself would be a good idea with fresh new rules laid out, this way people won't be confused about the subs penalty. People in favor of new SS say aye
