UP Govt cannot bear Right to Education expenses: Mayawati

Uttar Pradesh Chief Minister Mayawati has written to the Prime Minister regarding the Right to Education (RTE) Act. Blaming the Centre for not making any financial allocations, Mayawati has said that the UP Govt cannot bear the expenses, and that the States should have been consulted before passing RTE. Implementing RTE will cost Uttar Pradesh Rs 8,000 crore this fiscal, she added. A nominal ratio of 65 per cent by the Centre and 35 per cent by the State had been settled while passing the Act. The RTE Act came into force on Thursday and promises to ensure education for all children between 6 and 14, a whopping 22 crore children, out of which nearly 1.1 crore are out of school.

Whenever she opens het mouth she talks Shyt ... she has money 2000 Crores approx to builld her statues then recruit special guards to protect all the statues ..... but she doesnt have money for educational purpose... :mad: SHe knows is people of UP (spc. Dalits) get proper education they will not vote her.

UP Govt begins process to raise special force with expenditure of more than Rs. 10000 crores

LUCKNOW: Even as the state government began the process of raising a special zone security force on Saturday, an attack was also launched against Governor BL Joshi, accusing him of acting as a puppet of Congress-led UPA government for delaying approval to the special zone security Bill. The Bill would have allowed state government to create a dedicated force with powers for security of buildings of historical and cultural importance, including the memorials of Dalit icons with an expenditure of over Rs 10,000 crore in Lucknow and Noida. The government sources said that the governor gave approval to the Bill for introducing it to the state assembly but refused to give his consent after the Bill was passed by both houses of the state legislature. They claimed when chief minister Mayawati raised the issue with Joshi at a courtesy call last month, he suggested some amendments in the Bill. As assembly was not in the session, government replaced the Bill with an ordinance which contained amendments suggested by Joshi but its approval has also been delayed by Raj Bhawan. Miffed at the delay by governor first in granting approval to the Bill and now the ordinance, the CM was forced to take an executive decision to raise the special force for the protection of the monuments, government sources claimed. The matter is dear to the CM as it involves monuments which are treated as a place of `pilgrimage' by Dalits, they claimed. But the force raised through an executive order will not enjoy special powers of arrest and seizure as it would have been if created by a legislation. Raj Bhawan maintained that Joshi is acting within the rights granted in the Constitution. Senior officials were not available for comments but sources said that as per the Constitution a money bill involving an expenditure has to be approved by the governor both for introducing it in the legislature and for promulgation after being passed by the legislature. "The Constitutional provisions have been made as there is big difference in giving approval for introducing a Bill in the assembly and consent for its promulgation," they added. Mayawati had decided to raise a special force for the protection of monuments, particularly those of Dalit icons, following SP chief Mulayam Singh Yadav's open threat to demolish all Mayawati statues installed in the memorials. Subsequently, state government brought the special zone security Bill. Being a "money bill" involving financial expenditure, it was introduced in the assembly on January 28 after taking due approval of the governor as per the Article 207 (3) of the Constitution. The assembly approved the bill on February 18. The Bill was then sent to Raj Bhawan again for promulgation. But the delay in governor's consent spoiled Mayawati's plan. She wanted to announce about the Bill in her March 15 rally using it to show that she has taken concrete measures to protect monuments which she describes as `place of pilgrimage' for Dalits. Later, the Bill was replaced with an ordinance having amendments asked by the governor. But Joshi did not give approval to the ordinance as his suggestions were not included in toto, leading to governor-government conflict, sources said. Mayawati retaliated by deciding to recruit 1,200 ex-servicemen for the force under the administrative control of the state home department. The force now raised through an executive order will cost Rs 8-9 crore per annum. The amount could be paid from the general expenses provided in the state budget for security or contingency fund. An angry Mayawati, sources said, is also planning to cash in on the controversy by labelling Congress as anti-Dalit for `using its governor' for creating hurdles in the way of the security of the memorials of Dalit icons.

If her statues are pilgrimage sites for Dalits, then I want to know what is not a pilgrimage site. If she is a saint then maybe every person in the world should get sainthood. :finger:
