This wont happen simply because ICC and all the other boards are greedy. BCCI is too, but in this case they are owed more than what they will get. Its no secret that India pulls in most of the money from advertisers in Cricket, some would say even 80% as 4 out of the 5 sponsors of ICC did it to get the Indian market eyes on its brand. In a World cup, or in this case a World test championship, ICC usually takes a share of the profits and then equally distributes a sum to all the other countries. In such a case, an Indian series would fetch India much much less(roughly 10% of profits) compared to 100% of a home series. BCCI's stand is simple. If ICC wants a test championship, then BCCI should get a percentage that actually reflects on India's saleability. But ICC or the other boards wont do that because they are perfectly happy to dig into India's vault. ICC has already put stiff rules(no more than 3 teams can play a ODI tournament, ad clauses that cover every player in a WC starting a month before the WC begins) to make the World cup as the only leading ODI tournament left to make their profits even higher.Doing that to tests, would completely de-value BCCI and cricket in India.

The last world cup in west indies was a major flop with empty stadiums.

and what does that have to do with anything i said or what this thread about ?
they are not getting much profit out of WC so they should explore new tourneys & formats with the help of BCCI and other boards. its the only thing left for ICC to do.

No..ICC already made the profit for the WC even before a single ball was bowled. ICC and other nations get their main profit from Broadcasting rights and advertisement rights. Lack of spectators is mostly bad only for the Stadium and WICB as they depend on gate receipts(also depends on the contract with ICC).. So in short, ICC always makes money out of a WC irrespective of the success of the tournament. ICC already has 3 tournaments and posturing towards 1 tournament per year schedule. ICC tournaments is only good for ICC. With their restrictive clauses, they also limit the potential earning of top stars such as Sachin. Why would any player or board want more ICC tournaments? (First answer this question) When you want to make a new tournament, you have to look at the pros and cons of everyone involved. This tournament will only fill up ICC and other boards coffers at the expense of India. Why Should BCCI agree to that?

to me a tournament is a success if the stadiums are full for 99% of the matches and high TRPs jst look at fifa world cup or champions league

what if A teams of stronger nations are included in the league cup??
