The winters the last couple of years have been freak winter with too much snow otherwise there hasnt been much problem with the PL over the years. the rest of Europe anyways goes for a winter break. Its been long proposed for the PL, but the PL dont want it as Christmas / New Year there are a lot of back to back games and is part of the fans holiday / festive calendar.
