I am guessing that there were no charges pressed as the case was won by the driver. The story is not about charges being pressed but the precious time lost. As long as I know, if there is even a slightly believable incident and an accusation, the cops don't hesitate to take the case to the court. Then it's all upon the judge and the lawyers to proceed towards a final judgment. If you bruise your body and then go to the Police station and make up a story about being beat up by your neighbor, the case will go straight to investigation and the court. Then your neighbor has to show up on the court date and let the judge tell you that you are wrong and not to accuse your neighbor for the beat up. If your neighbor doesn't show up for the court for the date then two more dates are called. If your neighbor doesn't show up for either of these two dates, the judge will declare the accusations true and have your neighbor arrested. Your neighbor can then go back to the court and re-open the case and then it's a whole new story. The laws are twisted in all countries. There is no way to get easy justice in any case! FYI, some lawyers have loop holes to get arrest orders dispatched for an accused person. So, even if you haven't done anything the lawyer can make papers to have you arrested until you are bailed out of the jail. You need some evidence for the case to stand do you not? At the same time a case can often stand on false evidences until these evidences are proven to be false and only a judge at the court has the right to tell whether the evidences are right or wrong. In short, a case can definitely stand based on false evidences.
