For someone, you will have difficult time proving his guilt - not a common man. what if he is a hardwoker , but bends law for survival reasons ??

(and more than or equal to deserved penalty) not common man - even if guilty, hard to prove. (or less than or equal to deserved penalty)

How many people knew that if you are drinking in a Mumbai pub without a license, you are breaching criminal law and that you can be arrested, prosecuted and even incarcerated for that? Thanks to the Mumbai Police's awareness campaign through raids and practical demonstration of consequences using live baits, we all know the laws better now.
