You are hinting at a conspiracy theory. Like I said earlier, revealing the names can tarnish a player's reputation. The report clearly mentions that these allegations are false and since they could damage their careers names were provided in a sealed envelope. Also, unlike what you said earlier the report doesn't ignore but takes cognizance of "conflict of interest". Better to read and then comment rather than coming up with a supposedly "smart" question hinting at conspiracy theories.

All people are making noise is because they want at least an investigation to be done which doesn't look likely at this stage. The reporter who gave the names was even afraid for his life, doubt he will endanger it without reason on rumors. And nowhere did Mugdal say the charges were not true, it is BCCI who said names should be avoided All I am saying is these should be investigated and the players cleared once and for all. If some names were given in sealed enveloped to the supreme court, pretty sure there is some credible information behind it. This has nothing to do with the media, it is a fact that Mugdal did that the envelope was important enough to be given to the highest court in the land. the least that can be done is that this is investigated

You don't do an investigation after you have evidence, you do it to gather the evidence after someone makes an allegation! Of course it's fair enough to not reveal the names of the players' if it's just an allegation, but if there is an allegation it deserves to be investigated.
